Andrew Outram

Andy is a Fellow of the Royal Institution of Chartered Surveyors and has nearly 40 years of experience specialising in Project Management. Holding an MSc in Construction Management, he has led major developments as Project Director, including the OVO Hydro Arena, Glasgow, The Event Complex Aberdeen, (TECA), and the 2014 Commonwealth Games Village.
He has held senior UK Board Directorships in business and was Lead Director for Real Estate Scotland and Northern Ireland at Turner & Townsend, a global construction consultancy.
Since retiring in 2022, Andy has provided non-executive and strategic project advice to various clients. His work includes overseeing the redevelopment of the Citizens Theatre in Glasgow, serving as an Independent Construction Advisor to the Court of Edinburgh Napier University, and contributing as an Advisory Panel Member for the proposed Linenhall Library Belfast “Political Collection” building.
From 2021 to 2024, he chaired Built Environment-Smarter Transformation, a Scottish Government-funded organisation focused on sustainability and innovation in the construction sector.
